Defense ministers from France, Germany, Italy, Poland, and the United Kingdom gathered in Paris on Monday to evaluate further assistance for Ukraine. The meeting follows a similar session held in Berlin in June, where the group committed to sustaining support for Kyiv.

The talks address three primary areas. First, the ministers are weighing additional military aid for Ukraine. Second, they are discussing the wider structure of European defense capabilities. Third, the group is reviewing the ongoing conflict in the Middle East. French officials confirmed the agenda for the session, which takes place while fighting continues on the ground.

Attacks on Ukrainian territory intensified on Monday morning. Russian strikes hit Zaporizhzhia in the southeast, injuring four people according to regional Governor Mykhailo Semikin. Emergency services reported two additional injuries in the Chernihiv region. Russia's Ministry of Defence announced that its forces targeted a power station and a warehouse in Kharkiv, Ukraine's second-largest city. The ministry also claimed strikes on a power station in the Khmelnytskyi region, port infrastructure in Chornomorsk, and a cargo vessel bound for Odesa.

Ukrainian drone strikes reached into Russian territory as well. A drone attack on Voronezh killed two people and wounded 17, according to regional Governor Alexander Gusev. Many of the injured were on a commuter train in a left-bank suburb when debris fell on the vehicle. Gusev stated that the attack started fires at industrial sites, a business center, and a residential building, though he described the damage to industrial locations as minor.

The war has entered its fifth year with escalating attacks from both sides. Ukraine has focused on Russian oil refineries, while Russian forces have maintained heavy air strikes on Ukrainian infrastructure. President Volodymyr Zelenskyy said in a Sunday interview that Kyiv would halt strikes on refineries only if Moscow stops targeting Ukraine's power grid. He added that the United States should either allow Starshield use over Russia to detect missile launch sites or supply Patriot missiles to Ukraine.

Ukraine reported on Saturday that Starlink and its military variant, Starshield, were fully operational again after a week of restrictions. Those curbs had disrupted military operations and increased tensions with Washington. Diplomatic efforts continue separately, with negotiators from Ukraine, Russia, and the United States expected to meet in Abu Dhabi during the first half of November.
